Ebike vs Electric Scooter vs Electric Moped

These three overlap in speed and price and then diverge completely in law, storage, and what happens when the battery runs out. Picking wrong usually costs you a commute, not just money.

Three machines cover roughly the same trip: two to fifteen miles, urban, faster than walking, cheaper than driving. They cost overlapping money and hit overlapping speeds. Then they diverge on almost every dimension that decides whether you keep using the thing after month three.

Most comparisons of these three stop at speed and price, which are the two least useful axes. Speed converges: all three do somewhere between 20 and 30 mph in their common forms. Price converges too. What separates them is where you are allowed to ride, what you do with the machine at the far end of the trip, what happens on a wet road, and how much fixed cost you take on before you have moved an inch.

What each machine actually is

Definitions first, because the marketing has blurred all three.

The electric bike

A bicycle with a motor of 750 watts or less, working pedals, and assist that cuts out at 20 or 28 mph. Full-size wheels, usually 26 to 29 inches or 20 inches on folders and cargo models, bicycle brakes, bicycle geometry, and a battery in the range of 400 to 1,000 watt hours. It weighs 45 to 75 pounds. Crucially, it works as a bicycle without power, which is a property neither of the others has.

The electric scooter

A standing platform between two small wheels, typically 8 to 11 inches, with a handlebar stem that folds. No seat on the common models. Motors range from 250 watts on commuter models to well over 1,000 watts on performance ones, and weight runs from 26 to 70 pounds depending on how serious the machine is. It folds in about five seconds and goes in a car boot, under a desk, or on a train.

The electric moped

A registered motor vehicle: a step-through frame with a seat, floorboards, 10 to 16 inch wheels, mirrors, indicators, a plate bracket, and a top speed usually capped around 28 to 30 mph to stay inside the moped class. It weighs 150 to 250 pounds. A genuine one carries a conforming VIN and a federal certification label, which is what lets a DMV title it.

These are legally electric bicycles at best and unregistrable motor vehicles at worst, depending on wattage and whether the pedals actually work. This is the axis that determines licensing, insurance, infrastructure access, and parking, so it is worth getting straight before anything else.

Electric bike
A bicycle in nearly every state, under the three-class model or an equivalent single definition. No licence, no registration, no plate, no mandatory insurance. You get the rights and duties of a cyclist and access to bike infrastructure. The most legally settled of the three by a wide margin.
Electric scooter
The least settled. Many states now have a specific low-speed electric scooter or motorized scooter definition, usually capping speed around 15 to 20 mph and granting bike lane access without licensing. Others still have no category at all, which leaves the machine in a legal grey zone that cities fill with their own ordinances.
Electric moped
A motor vehicle. Title, registration, plate, and liability insurance in most states, plus a driver licence or a moped endorsement. Helmet rules typically come from the motorcycle statute. In exchange you get unambiguous legal standing on the road.

The pattern to notice is that the ebike has the clearest law, the moped has the most demanding law, and the scooter has the least predictable law. Scooter riders are the ones most likely to discover that a machine legal in one city is prohibited in the next, because scooter rules are so often set at municipal level. If you are choosing between an ebike and a scooter for a route that crosses jurisdictions, that unpredictability is a real cost.

Where you can ride, and the parking question nobody asks

Riding

Ebikes get bike lanes, shared-use paths, and roads. Class 3 loses most separated paths and the trade is covered in ebike classes explained. Scooters usually get bike lanes and roads where they have a legal category, and are usually banned from sidewalks, though sidewalk enforcement is uneven. Mopeds get roads, are barred from bike lanes and paths, and are typically banned from limited-access highways because of the speed cap.

The moped exclusion from bike infrastructure is the underrated one. In a congested city, the bike lane is the reason the trip is fast. A moped capped at 30 mph in stop-and-go traffic is often slower door to door than an ebike at 18 mph in a protected lane, which is the opposite of what the spec sheets suggest.

Parking, which is usually the deciding factor

Parking gets less attention than it deserves and it decides more commutes than range does.

  • Ebike. Locks to a bike rack, which is free and usually close to the door. The complication is that it is heavy and awkward, most apartment buildings have no good place for it, and carrying one up a flight of stairs is genuinely unpleasant. Storage is the number one reason ebikes stop being ridden.
  • Electric scooter. Folds and comes inside with you. No lock, no rack, no theft exposure while you are at work, and no storage problem at home. This single property is why scooters win short urban commutes outright.
  • Electric moped. Needs a motorcycle parking space or a street spot, which in dense cities may be metered, permitted, or scarce. It will not go indoors, it will not go up stairs, and in most buildings it cannot be charged where it is parked unless the battery is removable.

If you live in a walk-up apartment, this section has probably already answered the question for you. If storage is your constraint but you want a bicycle, folding electric bikes are the middle path, at some cost in ride quality.

Purchase price and what it costs to keep

Purchase prices overlap enough to be nearly useless as a differentiator. Running costs do not.

Electric bike, typical purchase
Around $900 to $2,000 for a competent commuter, with the serious mid-drive machines running well above that. Below roughly $800 the brakes and the battery cells are where the money was saved.
Electric scooter, typical purchase
Around $400 to $900 for a genuine commuter model with pneumatic tires and a real brake. Performance models run to $2,000 and beyond. Sub-$300 machines have solid tires, one weak brake, and a battery that fades quickly.
Electric moped, typical purchase
Around $2,000 to $5,000 for a registrable machine from an established brand. Anything much cheaper that claims moped capability is usually an ebike in moped clothing.
Energy, all three
Trivial and roughly equal per mile. A 500 to 700 watt hour charge at typical residential rates costs a few cents. Nobody should choose between these on electricity.
Fixed annual cost, ebike
Effectively zero beyond maintenance. Budget roughly $100 to $200 a year for tires, brake pads, a chain, and a tune, plus a battery replacement somewhere around year four to six.
Fixed annual cost, moped
Registration, mandatory liability insurance, and in some states an inspection. Several hundred dollars a year before any maintenance, and the insurance is the largest line.

Battery replacement is the one large cost all three share, and it is the one buyers reliably forget. A pack that has lost meaningful capacity is a several-hundred-dollar item on an ebike or scooter and more on a moped, and on cheap scooters a replacement pack often costs enough that people simply buy a new scooter. Range, charging, and getting home when it dies

Manufacturer range claims across all three categories are produced under conditions you will not reproduce: a light rider, flat ground, mild temperatures, and the lowest assist setting. Discount accordingly.

Electric bike, realistic range
A 500 to 700 watt hour pack delivers roughly 25 to 45 miles at moderate assist for an average rider on rolling terrain, against claims that are often 50 to 80. Throttle-heavy riding cuts that hard. Cold weather takes a further 20 to 30 percent.
Electric scooter, realistic range
Commuter models with 250 to 500 watt hour packs manage roughly 10 to 20 real miles. Small wheels, a standing rider acting as a sail, and constant acceleration in traffic make scooters less efficient per mile than they look.
Electric moped, realistic range
Larger packs, often 1,500 to 3,000 watt hours, giving roughly 35 to 60 miles. The extra weight and the higher sustained speed eat much of the capacity advantage.
What happens at zero
The decisive difference. An ebike becomes a heavy but functional bicycle and you ride home. A scooter becomes a 40 pound object you push or carry. A moped becomes 200 pounds of stationary vehicle and you are arranging a van.

That last row is not a small point. Range anxiety on an ebike is mild because the failure mode is inconvenience. On the other two it is a stranding. If your commute sits near the edge of a machine's real range, only one of these three has a graceful failure.

Charging follows the same logic. Ebike and scooter batteries are frequently removable, so they charge at a desk or in a flat. Moped packs are sometimes removable and often not, and a non-removable pack means you need a charging point where the machine parks, which in a city is exactly the thing you do not have.

Theft risk, which differs more than the numbers suggest

Theft is a first-order ownership cost in any city and the three machines have genuinely different risk profiles.

The ebike is the most stolen of the three, for the obvious reasons: it lives outside on a public rack, it is valuable, it is easy to resell, and it has a bicycle-shaped attack surface where a cheap cable lock or a bolt-through rack fitting is the weak point. Realistic defence means a hardened U-lock plus a secondary lock, locking the frame rather than a wheel, removing the battery and the display, and not leaving the bike out overnight. The scooter is close to unstealable when it is with you, because it is with you. Folded under a desk it has no exposure at all. Left locked outside it is arguably worse than a bike, since the folding stem and small frame give a lock very little to hold. The correct scooter security policy is simply never to leave it.

The moped has the lowest opportunistic theft rate and the highest organized theft rate. It has an ignition, an alarm, sometimes a steering lock, and a plate that makes it traceable, all of which deters casual theft. It is also heavy enough to require two people or a van to steal, which is precisely the profile of a professional theft, and those are less often recovered. On the other hand, it is the only one of the three that is normally insured, so a theft is a claim rather than a loss. Where the scooter genuinely beats the bike

  • Trips under three miles that end inside a building, an office, or a train
  • Apartments with no bike storage and no ground-floor access
  • Last-mile legs attached to a longer transit commute
  • Buyers who want a working machine for well under $1,000
  • Anyone whose main theft worry is leaving a machine locked outside all day

Where the scooter loses badly

  • Wet roads, gravel, potholes, and tram tracks, where 9 inch wheels are genuinely dangerous
  • Any trip long enough that standing the whole way stops being comfortable
  • Riding after dark on rough surfaces, since the low-mounted light lights very little
  • Hills, where small motors overheat and range collapses
  • A dead battery, which turns the machine into luggage

Which one should you buy?

Buy an electric bike if your trip is longer than about three miles. This is the default answer for most people and it is not a close call. Full-size wheels handle bad pavement, a seated position stays comfortable for an hour, the brakes are real, you can add racks and panniers, the machine keeps working with a dead battery, and you take on no registration, licence, or insurance obligation. It is also the only one of the three that offers exercise as an option you can dial up and down. Buy an electric scooter if your trip is short and ends indoors. Under three miles, in a dense city, with an apartment that has nowhere to put a bicycle, the scooter is the better machine and the price difference is real. It folds, it comes with you, it removes the theft problem, and it needs almost no maintenance. Insist on pneumatic tires and two independent brakes. Do not buy one for a five-mile commute in a rainy city; that is where scooters get people hurt.

Buy an electric moped only if you need what it uniquely offers. That means sustained 30 mph on roads where 20 mph is genuinely unsafe, a regular passenger, or real cargo. It is a proper vehicle with a proper seat and it is the most comfortable of the three over distance. You are paying for that with a licence, a plate, insurance, a parking problem, and no access to the bike lane that would have made the trip fast. If those costs are acceptable, buy a machine from a brand that will hand you a certificate of origin. If they are not, the moped-styled ebike is not the compromise it appears to be.

Whichever way you lean, settle the legal question before the spec question.
