Electric Bikes Without Pedals
The moment the cranks come off, the machine stops being a bicycle and starts being a vehicle. That single change decides where you can ride, what you need to ride it, and who pays when something goes wrong.

There is a whole category of machine sold to people searching for electric bikes that has no pedals anywhere on it. Some of it looks like a motocross bike with the engine replaced. Some of it looks like a Vespa. Some of it looks exactly like a fat-tyre ebike with the cranks deleted and footpegs bolted where they used to be. The listings call all of it electric bikes, because that is the phrase buyers type.
Whether you are legally required to pedal an ebike is a separate question with its own answer, and if that is what brought you here, read do you have to pedal an electric bike instead. This guide is about the products that were never given pedals in the first place: light electric motorcycles, seated electric mopeds, and moto-styled machines with pegs instead of cranks.
The engineering in this category is often excellent and the machines are genuinely fun. The problem is that almost nobody selling them explains what buying one commits you to, and the commitment is significant.
What actually gets sold under this name
Three distinct product families end up in the same search results, and they have almost nothing in common besides the absence of cranks.
Light electric motorcycles
The Sur Ron Light Bee started this category and everything else in it is a response to that bike. The format is a small aluminium frame around a 60V or 72V pack, a mid-mounted motor driving a chain to the rear wheel, real motocross suspension, and a weight somewhere between 100 and 140 lb. Talaria, Segway, Stark, and a long tail of unbranded factories build variations. Top speeds usually land in the 40s in mph on stock gearing.
These are dirt bikes. They have no lighting to any standard, no mirrors, no horn, no VIN in most cases, and tyres that are not DOT rated. Riding one on a road is not a grey area.
Seated electric mopeds and scooters
Step-through frame, floorboard for your feet, a bench seat, a hub motor in the rear wheel, and a top speed usually capped somewhere between 20 and 45 mph. NIU, Vespa, Ryvid, and a wide range of imports build these. The distinguishing feature is that the good ones are designed from the start as road vehicles: they arrive with a VIN, a manufacturer certificate of origin, DOT lighting, and turn signals, which means your DMV knows what to do with them.
This family is the boring answer and usually the correct one if the riding you want to do happens on public roads.
Moto-styled ebikes with the pedals deleted
The awkward middle. These are built on the same platforms as the machines in motorcycle-style electric bikes, with the same 20 inch wheels and fat tyres, but shipped with footpegs rather than cranks. Onyx is the best known name here. They are fast enough to be interesting, heavy enough to be a handful, and legally identical to a motorcycle. Some models can be registered as mopeds; many cannot.

Why buyers want the pedals gone
The demand is real and the reasons are sound, which is worth saying before spending several sections on the drawbacks.
On any machine above roughly 2 kW, pedals contribute nothing. Human output peaks around 200 to 300 watts for a fit rider over any useful duration. Against a 6 kW motor that is noise. The gearing needed to let a rider pedal at 40 mph is so tall that the cranks are unusable below 25 mph, so the drivetrain exists to satisfy a legal definition rather than to move the vehicle.
Deleting it buys real things. Footpegs sit lower and further back than a bottom bracket, which is a far better position for standing on rough ground and for weighting the outside peg in a turn. Ground clearance improves because there are no crank arms to strike. The chainring, cassette, derailleur, and shifter disappear, taking several pounds and the drivetrain's entire maintenance burden with them. The frame designer stops working around a bottom bracket shell and can put the motor where the mass balance wants it.
The honest summary is that a pedal drivetrain on a high-power machine is dead weight kept alive by regulation. That is a reasonable thing to resent. It is also exactly why the regulation notices when you remove it.
What the law calls a machine with no pedals
Federal product-safety law defines a low-speed electric bicycle as a two or three wheeled vehicle with fully operable pedals, a motor under 750W, and a top speed under 20 mph on motor power alone with a 170 lb rider. That definition governs how the machine may be sold as a consumer product. It says nothing about roads, which are the states' business.
Every state that has adopted the three-class framework, which is now most of them, uses the same critical phrase. A Class 1, 2, or 3 electric bicycle is a bicycle equipped with fully operable pedals plus a motor under 750W. The class system is explained properly in ebike classes explained, and the point that matters here is structural: no pedals means the machine cannot be any class, because the definition it would have to satisfy starts with a bicycle.
Falling out of the bicycle definition does not create a legal void. It drops the machine into whichever vehicle category the state's motor vehicle code already has waiting, and there are usually three.
- Moped or motorised bicycle. Typically capped at 30 mph on flat ground, often with an engine ceiling written as 50cc or an electric equivalent somewhere between 1,500W and 2,000W. Usually requires registration, a plate, and at minimum a standard driver licence. This is the friendliest bucket and the one seated mopeds are designed to land in.
- Motor-driven cycle or motorcycle. Anything faster or more powerful. Requires registration, a title, a motorcycle endorsement, insurance, and a machine that can pass whatever equipment inspection your state runs.
- Off-highway vehicle. Machines with no road equipment at all. Registered for trail use in states that run an OHV programme, and not legal on public roads at any time.
Wattage matters here too, and it matters independently. A machine over 750W is outside the federal bicycle definition even with working pedals, which is the trap that catches buyers of high-power moto-styled bikes. Registration, licence, insurance, and the helmet
Once the machine is a motor vehicle, four separate requirements arrive together, and they are what actually determine whether the purchase works out.
Registration and title. Your DMV needs a 17 digit VIN and a manufacturer certificate of origin to create a title. This is the wall most imported off-road machines hit. A Sur Ron or a Talaria typically ships with a frame number rather than a compliant VIN and no federal certification label, and without those documents there is nothing for a clerk to enter. Some states have workarounds through a specialty-construction or assembled-vehicle inspection; many do not. Ask the seller directly whether the machine comes with an MCO before you pay, and treat a vague answer as a no.
Equipment certification. A street motorcycle must carry a label certifying compliance with the federal motor vehicle safety standards, which cover lighting, brake systems, tyres, and controls. Off-road machines do not carry that label, and adding a headlight and a mirror does not create one. This is why converting a light electric motorcycle for the road usually fails: the missing paperwork, not the missing parts.
Licence. Mopeds generally need a standard driver licence or a limited moped permit. Anything registered as a motorcycle needs a motorcycle endorsement, which in most states means a written test, a skills test or an approved safety course, and a fee.
Insurance. Every state that requires registration also requires liability coverage on the registered vehicle. Homeowner and renter policies do not extend to a titled motor vehicle, so the coverage many ebike owners quietly rely on evaporates the moment the machine is reclassified.
Helmet. A bicycle helmet is certified to CPSC standards for impacts at bicycle speeds. Motorcycle helmets are certified to FMVSS 218, which adds penetration testing, retention testing, and a far more demanding impact regime. Where a motorcycle helmet is legally required, a bicycle helmet does not satisfy the law, and at 45 mph it does not satisfy physics either.
Where you can actually ride one
This is the section to read before the buying sections, because it is what most often turns a good purchase into an expensive ornament.
Bike lanes, multi-use paths, and greenways are closed. Access for electric bikes comes from statutes that name the class system, and a machine with no pedals is not in it. Rail trails, park paths, and canal towpaths apply the same reasoning. Enforcement is inconsistent, which is not the same as permission.
Sidewalks are closed everywhere, including in the many places where an ebike is tolerated on them.
Private land with the owner's permission is open, and this is where most of these machines get ridden. Note that a private motocross track or riding park will have its own rules, and several now require a certified helmet, a chest protector, and proof of insurance before they will let you through the gate.
State OHV areas are usually open if you register the machine in the state OHV programme, which is a much simpler process than titling a road vehicle. California issues a green or red sticker, Arizona and Utah run comparable schemes, and the fee is normally modest. Check the specific unit's rules for sound limits and spark arrestor requirements, since some are written for combustion engines and are enforced literally regardless.
Federal land is more restrictive than people expect. On Forest Service and BLM ground, a motorised vehicle may only use routes designated for motor vehicles on the travel management map. A pedal-less electric machine is a motor vehicle for that purpose no matter how quiet it is, so the fact that a trail is open to bicycles tells you nothing about whether it is open to you.
Four machines that define the category
Specifications and prices move constantly in this segment and vary by dealer and market, so confirm the current numbers before buying. These are archetypes to shop against rather than a ranked list.
Sur Ron Light Bee X
- 60V system, mid-mounted motor, chain final drive
- Around 110 lb, far lighter than any moto-styled ebike
- Top speed typically in the mid 40s in mph on stock gearing
- Deepest aftermarket in the category for suspension and controllers
Off-road only in practice, and worth buying for the parts supply alone. A decade of documented failure modes means you can find out what breaks, and buy the part, without waiting on a drop-shipper. Do not buy one expecting to plate it.
Segway Dirt eBike X260
- 60V system with a longer wheelbase than a Light Bee
- Top speed typically in the mid 40s in mph
- Full-size 19 inch front and 18 inch rear wheels
- Backed by a manufacturer with an actual service network
The larger wheels are the real argument. A Light Bee runs small rims that make rocky terrain harsher than it needs to be, and the X260's more conventional wheel sizes give you access to ordinary dirt-bike tyres. Support from a company that sells consumer products in volume is worth something in a category full of trading names.
Onyx RCR
- 72V system in a moped-styled frame with pegs, not cranks
- Manufacturer claims a top speed around 60 mph
- Around 140 lb, with lighting and a horn fitted
- Registerable as a moped or motorcycle in many states
The RCR is the machine most people picture when they imagine a pedal-less electric bike that can be ridden legally, and it is genuinely quick. Nobody searching for an electric bike without pedals is hoping the answer is a scooter, and for street riding it usually is. The paperwork arrives in the box, the machine is designed for road speeds, and you can insure it through any normal carrier. What to check before you pay
The specification sheet is the least useful document in this transaction. Six questions decide whether the machine works for you, and none of them are about wattage.
- Does it ship with a VIN and a manufacturer certificate of origin? Get this in writing. Without both, road registration is off the table in most states no matter what the listing implies.
- What does your state call a machine at this top speed? Look up your own moped definition and its wattage or speed ceiling. The answer decides your licence, your insurance, and your plate.
- Where will it actually be ridden? Find the specific OHV area or private land before purchase. Buyers who work this out afterwards are the ones selling barely used machines.
- Are the brakes sized for the mass and the speed? Four-piston hydraulic calipers with rotors of 200 mm or more is the floor at these weights. Bicycle-grade two-piston brakes fade fast, as covered in our guide to ebike brakes.
- Is the battery certified, and by whom? Ask for the cell manufacturer and any UL or equivalent listing on the pack. A 72V pack with unnamed cells is the single largest fire risk in this category.
- Where do replacement controllers, packs, and bearings come from? If the answer is a single overseas warehouse, budget for long downtime.
What losing the pedals buys you
- Proper footpeg position for standing and cornering, which no bottom bracket can match
- Several pounds and an entire maintenance burden removed with the drivetrain
- Better ground clearance with no crank arms to strike
- Frame and mass balance designed around the motor rather than around a pedal shell
- Honest marketing: the machine is what it looks like
What it costs you
- No bike lane, no multi-use path, no greenway, anywhere
- Registration, plate, licence, and insurance on any public road
- A DOT helmet requirement in most states rather than a bicycle helmet
- Many imported machines cannot be titled at all for lack of a VIN and certification label
- No pedal-home option when the pack runs flat, which on a 130 lb machine means a phone call
Decide the riding first and the machine second. If it happens on trails and private land, buy a light electric motorcycle and register it under your state OHV programme. If it happens on roads, buy a seated moped with a VIN in the box and skip the fight entirely.
