  • A removable lithium pack, typically 36V or 48V and somewhere between 350 and 600 Wh.
  • A throttle, making the bike a Class 2 in almost every case.
  • A basic seven-speed derailleur from the bottom of the Shimano range or an equivalent.
  • A frame that holds together, in steel or basic aluminium, heavier than the ones on more expensive bikes.

What the money does not stretch to:

  • A torque sensor. Cadence sensing is universal down here and it is the biggest experiential difference.
  • Hydraulic disc brakes. Many models run cable-actuated mechanical discs, which need more hand force and more frequent adjustment.
  • A quality wheel build. Machine-built wheels with uneven spoke tension are normal, and hub motor torque punishes them.
  • Serviceable proprietary parts. The display, controller, and battery are matched to a production run.
  • Human support. You get a ticket queue, not a shop.

Nothing on that second list makes a bike unsafe by itself. Together they describe a machine that works well for a defined purpose and degrades faster than an expensive one under hard use. Cadence sensing is the defining trait, not the wattage

Listings at this price shout about watts. Watts are close to meaningless as a purchase criterion, because the rated figure is a thermal specification rather than a performance one and every manufacturer measures it differently. The thing that actually determines how the bike feels is the sensor.

A cadence sensor is a ring of magnets by the crank that tells the controller one thing: the pedals are moving. The controller responds by applying whatever power that assist level is set to, regardless of how hard you are pushing. The result is a short delay when you start pedalling, then a surge, then a constant push that does not change when you do. Pedalling harder does not make the bike go faster. You are essentially operating a switch with your feet.

A torque sensor measures your actual pedalling force through a strain gauge and multiplies it. Push harder, get more help. The motor becomes an amplifier for your legs rather than a separate power source, which is why bikes with torque sensors feel like bicycles and bikes with cadence sensors feel like scooters with pedals.

Neither is wrong. On flat ground at a steady pace, the cadence sensor is fine and the throttle covers the situations where it is not, which is mostly pulling away from a stop. It becomes annoying in stop-and-go traffic, on technical surfaces where you want fine control, and on climbs where you want power to build with your effort. Brakes, frames, and the weight problem

The brake is where budget bikes get properly criticised, and the criticism is fair. A mechanical disc brake pulls a cable that pushes one pad against the rotor, flexing the caliper as it goes. It works, it is easy to service anywhere, and it needs adjusting as the pads wear. A hydraulic disc pushes both pads with fluid pressure, so it delivers more stopping force for less hand effort, self-adjusts for pad wear, and modulates better in the wet.

That difference scales with mass. A 65 lb ebike carrying a 200 lb rider at 20 mph has roughly twice the kinetic energy of a 25 lb road bike carrying the same rider at 15 mph, and all of it has to turn into heat at the rotors. Mechanical discs with 160 mm rotors on a heavy Class 2 bike are adequate on flat ground with dry pavement and margin to spare. They are not adequate on a long descent. If a model offers 180 mm rotors, take them, and keep the pads fresh.

Weight is the other thing to plan around. Budget frames use more material because thicker tubes are cheaper than clever butting, and fat tires add several pounds of rotating mass. Expect a fat-tire model in this bracket to weigh 60 to 70 lb. That is not a problem while riding, because the motor carries it. It is a problem when you need to lift the bike onto a car rack, carry it up steps, or push it home with a flat battery. Check the weight before you buy, and check the payload rating too, which is a real structural limit rather than a marketing figure.

Fat tires themselves are worth thinking about honestly. They genuinely work on sand, snow, and loose gravel, and they let a rigid fork feel tolerable on broken pavement. Off those surfaces they cost you range through rolling resistance and add weight for no benefit. If your riding is paved, a 2 inch tire on a larger wheel is faster, lighter, and further per charge.

Battery certification, and how to actually verify it

This is the section that matters more than everything above it combined. Lithium battery fires in ebikes are concentrated in cheap, uncertified, and improperly repaired packs, and the reason is not mysterious: cell quality, the battery management system, and the charger are all places where a manufacturer can save real money invisibly.

Three terms get used interchangeably in listings and they mean entirely different things.

  • UN 38.3 is a transport test. It certifies that a lithium battery can be legally shipped by air or sea. Every pack that arrives in the country has it. It says nothing about whether the bike is safe to charge in your hallway, and a listing that cites it as a safety credential is either confused or hoping you are.
  • UL 2271 covers the battery pack itself for light electric vehicle use: cells, enclosure, and the battery management system.
  • UL 2849 covers the complete electrical system of the ebike, meaning the pack, the charger, the controller, the motor, and the wiring as an integrated whole. This is the one to want, because most real-world failures happen at the interfaces between those parts rather than inside the pack.

There is also EN 15194, the European equivalent for the whole bike, which is a legitimate credential if you see it.

To verify rather than trust, do this. Ask the seller which standard the exact model is certified to and who the certifying body is. Ask for the file or listing number. Look that number up in the certifier's public database, which for UL is the online Product iQ directory, and confirm that the company name and the product match. If the seller cannot produce a number, treat the claim as marketing copy. Certification also applies to specific models and production runs, so a brand-level claim is not the same as a claim about the bike in your cart.

This is not an abstract risk New York City has required UL certification for ebikes and batteries sold, leased, or rented in the city since 2023, after a run of fatal apartment fires. Several other jurisdictions and a number of insurers and landlords have since adopted similar requirements. Buying an uncertified bike can cost you the right to keep it where you live.

The other half of battery safety is behaviour, and it is free. Charge on a hard non-flammable surface, not on carpet or a bed. Do not charge unattended overnight. Use only the charger that came with the bike. Stop using any pack that has been crashed, dropped hard, swollen, or soaked. For a motor it means rebuilding a wheel or receiving a whole wheel, which is heavy and expensive to ship.

Two habits make this workable. First, buy through a channel with a strong return policy, because the cheapest fix for a bike that is wrong out of the box is sending it back rather than negotiating parts. Second, pay a local shop to do a safety check on delivery. Expect somewhere around $75 to $150 for brake adjustment, spoke tension, and a torque check on every fastener. That is the highest-value money you can spend on a cheap ebike, and it addresses precisely the areas where the factory cut corners.
